PROJECT NEON is currently in the study phase, which includes completing the National Environmental Policy Act (NEPA) process. Based on our initial studies the project team in cooperation with the Federal Highway Administration has determined that an Environmental Impact Statement (EIS) rather an Environmental Assessment (EA) will be necessary to satisfy NEPA requirements. The time to complete the study process involved with an EIS is longer than with an EA. Below is PROJECT NEON'S modified schedule. Should the project receive environmental acceptance, the project development team will continue to move forward throughout the design phase, continually refining the preferred alternatives up to and through construction, which is slated to begin in mid-2008. However, the schedule is subject to change.
